Why Does My Phone Say “SIM Not Provisioned”?

If your phone displays “SIM Not Provisioned,” it means the mobile carrier has not fully activated or linked the SIM card to an active line of service.

This message does not usually mean the SIM card is physically broken. It typically reflects a carrier-side activation or account configuration issue.

What “Provisioned” Means

Provisioning is the process carriers use to assign services—like phone number, data access, and messaging—to a SIM card.

When provisioning is complete, the SIM is recognized by the carrier network and allowed to connect to cellular towers.

Why This Happens (The Mechanism)

When you insert a SIM card, your phone attempts to register with the carrier’s network.

The network checks whether that SIM’s unique identifier is associated with an active account. If the system does not find a match, it returns a “not provisioned” response.

Common Causes

New SIM Not Yet Activated

If you recently received a new SIM card, activation may not be complete.

Number Transfer Still Processing

When switching carriers and keeping your number, the porting process can take several hours or even days. During this time, the SIM may show as not provisioned.

Account Suspension

If the account is suspended or disconnected, the SIM may lose provisioning status.

Incorrect SIM Association

Sometimes the SIM number is not properly linked to your phone number in the carrier’s database.

SIM Card vs eSIM

Physical SIM cards and eSIMs both require provisioning.

An eSIM profile must be digitally assigned by the carrier before activation is complete.

When It’s Normal vs When It’s Unusual

Normal

  • Immediately after inserting a new SIM
  • During carrier switching
  • Shortly after upgrading service

Unusual

  • Error persists for more than 24 hours after activation
  • No signal across multiple locations
  • Device previously worked without issue

If the phone connects to Wi-Fi but not cellular service, the issue may be isolated to carrier provisioning rather than internet connectivity. For comparison, see Why Does Wi-Fi Say Connected but There’s No Internet?.

Real-World Example

You switch carriers and insert a new SIM card. The phone shows signal bars briefly but then displays “SIM Not Provisioned.” The carrier’s system has not completed number assignment yet, so the network rejects the SIM registration attempt.

What This Means for You

“SIM Not Provisioned” indicates a mismatch between the SIM identifier and the carrier’s activation database.

The issue is typically resolved once provisioning is completed correctly on the carrier side.

Bottom Line

A “SIM Not Provisioned” message means your SIM card has not been fully activated or linked to an active account. The error reflects carrier-side configuration rather than physical SIM damage in most cases.
